Vocational Training in India - Should The Penny Drop?

A few years ago, the then Indian Prime Minister of India proudly announced the biggest skill building initiative in the world, aiming to train more than 500 million people over 10 years.  The reason for such a high profile initiative was obvious. In India, where 69,000 people reach the age of 25 every single day, making sure that they are able to find work was more than important - it was essential for the survival of the republic. The attention that the initiative got, with investments lined up from public and private sources, with high profile committees and the usual lining up with consultants, was unprecedented. Everything and everybody was there, except just one thing. No one knew what this was all about. The Disquiet at NSDC

Finally, the penny drops. The so-touted worlds most high profile skilling mission stumbles. After a highly critical audit report, several top executives of India's National Skill Development Corporation (NSDC) resigned. The audit report highlighted a number of things, most crucially various areas of management failure, and that may have triggered the change. But it also crucially pointed out that more than 99% of all funding of this public-private partnership is coming from public funds, and there is indeed no accountability in how it is being spent.  In summary, the government has finally caught up with what almost everyone else knew. That the much vaunted skills mission was a non-starter, a colossal waste of public funds which made a few dishonest businesses rich. One could justifiably claim that this was one of the pet projects of the previous government, and they must shoulder the blame of its failure. Making Sense of India's Skills Training

I wrote earlier about Skills Training in India and how the bureaucratic intervention may have changed the shape of an entire industry. The point is that a change of course is urgently needed, and without it, the current 'skills industry' may end up doing irreparable harm to India 's economic competitiveness.    One of my correspondents made the point that I have not made any concrete suggestions how India could manage the massive task of skilling 500 million people. My four suggestions were the government should (a) try to leverage existing infrastructure of schools and colleges to provide employability skills training rather than trying to create additional capacity through private sector, (b) the government should take a more active role in professional training and encourage upskilling of those at work through training vouchers, (c) the government should look at incentives for employers to encourage them to train their people, and (d) that the government shoul...

The Meaning of 'Skills'

There is a lot of talk on skills in India. Its Prime Minister and other functionaries keep talking about 'skilling'. Indian policy makers have somehow convinced themselves, based on no other claim than managing to waste the largest amount of money in skills education ever in history, that this is one thing that they do well. They are further encouraged to think that way by the myriad skills education providers from around the world who want a share of the spoils and show up at various conferences to participate in the biggest skills 'mission' in the world. And, in this circus of the absurd, everyone have now convinced themselves that the job is already done and the rhetoric should move to the next level: The claim now is that India has the skills and it must now 'make'. Is There A Business Opportunity in Indian Vocational Education?

I am in the process of advising a friend who is keen to invest in Education space in India, and this made me look closely into the dynamic of the businesses in the Vocational Training sector. The overall, macro, factors look promising indeed. A huge population base - India will have 10 million young people entering the workforce every year from 2015 - and a changing social dynamic, when organised employment expands rapidly, are hugely important drivers. The government has been handing out huge orders for training the rural youth, and the companies we are talking to have large mandates at hand, for 'employability' training.
