The usual conservative position, that college should educate a gifted minority who would assume the 'commanding heights' of the society, has been undermined by the proven link between 'gift' and wealth, as well as the claims that we live in a knowledge society. The weary refrain indulged in Britain's top universities - that the elevation of Polytechnics as Universities in the 1990s was not the abolition of polytechnics, but rather that of the universities - is considered an elitist view. The 'For-Profit' Solution and Why It Won't Help UK Higher Education

The UK Government's proposed Higher Education Bill, which, among other things, makes it easy for For-Profit Universities to get degree-granting status, is expected to face steep opposition at the House of Lords ( see this story ). This is a long-awaited move, and many For-Profit operators, primarily from the US who are having a terrible time at home, are looking forward to this bill. UK Higher Education has a global reputation - arguably an average UK university is better regarded globally than an average US university - and being able to grant an UK degree is indeed a big prize when mass Higher Education is expanding so rapidly in Asia and Africa. Education, Social Elite and Democracy

The role of social elite within a democratic society is usually resented, because of the republican ideals. It is a problematic concept, as most of those elites in our societies come down from the landed families of the past, except in societies which may have gone through a revolution, like China. The elite is a throwback from the past, a reminder of the past tyrannies and oppression, and worse, their very existence is a symbol of failure of the republican ideals.  However, on the other side, there is this claim, empirically proven through experiences across countries and generations, that an elite class is needed for social order. Even the revolutionary societies in Russia and China had developed their own, replacing the Birth privileges with bureaucratic privileges, but nonetheless maintaining the asymmetry of power and access. Vocational Training in India - Should The Penny Drop?

A few years ago, the then Indian Prime Minister of India proudly announced the biggest skill building initiative in the world, aiming to train more than 500 million people over 10 years.  The reason for such a high profile initiative was obvious. In India, where 69,000 people reach the age of 25 every single day, making sure that they are able to find work was more than important - it was essential for the survival of the republic. The attention that the initiative got, with investments lined up from public and private sources, with high profile committees and the usual lining up with consultants, was unprecedented. Everything and everybody was there, except just one thing. No one knew what this was all about. Should India Allow For-Profit Higher Education?

I was in a debate not long ago on the topic whether For-Profit Higher Education should be allowed in India. In a way, I have a predictable position, given that I have spent most of my working life in For-Profit companies. But there are more reasons why I should generally answer in the affirmative to this question. First, because I always argue for diversity of provisions in the Education sector. Second, and more importantly, I believe that the government is generally incapable of providing services, and should confine itself to providing infrastructure and maintaining regulatory frameworks.  The aforementioned debate was conducted in equally predictable lines. Foreign Universities in India - Right Thing, Wrong Reasons

India is looking to fast track the legislation to allow Foreign Universities to set up campuses and even operate as For-Profits, Hindu Business Line claims . Indian media could be excitable, and we have seen such stories before, so this should perhaps be taken with a pinch of salt. However, given that this is a story on the Front Page of a respected newspaper, it deserves some commentary. I noted in this blog earlier that I would be surprised if the Government does anything on the foreign education front. This scepticism was based on observations about the general approach of this government to Higher Education, with its urgency to indianise education and introduce, as much as possible, traditional Indian values into it. Defying The 'Hindu' Rate of Education

India used to be known as a sickly economy, known for its 'Hindu Rate of Growth'. A term originally coined by Economist Raj Krishna, to explain India's lowly rate of growth of 3.5% annually between 1950s and 1980s, the 'Hindu Rate of Growth' was to mean what the Economists call the Secular Rate of Growth, which means just the trend level of growth - the rate at which nothing really changes. India somewhat escaped the Hindu rate of Growth starting 1990s, when freeing up of the entrepreneurial energies of Indians allowed the economy to progress, and some changes did indeed happen, particularly in the Middle Class life and in the Cities. However, lately, this faltered and India returned to an anorexic growth rate.  So, the primary job of the newly elected Hindu Nationalist government in New Delhi is to prevent India going back to its 'Hindu rate of Growth'. UK Student Visa Fraud: Next Round

The Immigration Minister, James Brokenshire, made a statement in the parliament yesterday regarding the government's response to the widespread visa fraud uncovered by BBC Panorama earlier this year. ( See post ) The measures are rather extraordinary in scope, though those who have seen the BBC Panorama programme would agree that the brazenness of the scam was mind-boggling. If anyone thought that the issue of student visas are now settled, after thousands of private colleges, bogus and legitimate, have been shut down, they have been proved wrong. Several universities, including London Metropolitan University, have been scarred by the experience ( see story here ). The aim of the government was to close down every college except the Highly Trusted ones (a category of sponsors defined by the new immigration rules) by 2012, but this has obviously failed. Academic Freedom in India: The FYUP Case

As I wrote about a tipping point may be coming to Indian Education ( see here ), when a rollback of regulation may open up the space for experimentation and innovation, and allow the Indian institutions to take advantage of the domestic demand, something was playing out in Delhi indicating just the opposite was happening. A friend and correspondent was quick to point out that my optimistic musings may be off the mark, particularly on a day when an ugly example of political interference on academic decisions was playing out. This is about Delhi University (DU) wanting to introduce the Four Year Undergraduate Programme (FYUP) instead of the usual three years. There was nothing in the University Statutes that disallows the university from doing it, and the university laid out the explanations for changing the system. Beyond Vocational Education

Politicians love vocational education. They throw money at it, imagining this to be an harbinger of opportunity and catcher of votes. Wouldn't it be wonderful to train up all those young people on dole and get them to work? And, indeed, they preach as they practice - the developing world governments are told about their skills problems and told to take up loans (making themselves more indebted) to offer vocational education, the panacea of all ills! However, my contention is that vocational education, in the current form, does more harm than good. This is because vocational education as practiced is based on an elitist perception both about the vocation and the education that it needs. The people who plan for plumbers' education often haven't spent a day in their life plumbing, and they believe plumbing is for those poor souls who couldn't do anything smart as them; for them, plumbing education is really about reading up a few pages of DIY guide as they would have...

Does Private Higher Ed solve Development Problem?

The conventional wisdom is that developing societies must tap private capital to build their Higher Education capacity.  The reasons are pretty clear. First, the governments may be indebted and have the money to build universities. Second, the developed countries are increasingly allowing private Higher Education, and therefore, this must be a good model. Third, private Higher Ed is supposed to be more focused on practical and employment orientated education, so must be good for countries struggling with skills and employment.  But, in this discussion, several other issues remain unsaid. For example, in a developing country, the government's job is development. Not subsidies, not fighting wars, development first and foremost! And, the reality of these countries will tell any observer that the first two things that the governments need to do for development is health and education. Vocational Education: The Point of Departure

It was a standard ministerial speech, but what Matthew Hancock, UK's Minister of Skills, said yesterday should be noted. Not that the ideas are anything new, educators like Ken Robinson has been talking about them for years, but this amounts to a Ministerial acknowledgement of some sort: That skills education needs to change fundamentally. ( See the transcript of the speech here ) The key idea that makes this speech notable is an acknowledgement that the education divide must end. Mr Hancock's point is to eliminate the divide between academic and vocational education, and the labelling that comes with it. As the credo of skills education spreads beyond Europe, this is an important message. One must acknowledge that this is a common refrain among Skills educators: They almost always complain being treated as 'Second Class Educators' by their Higher Ed colleagues. The last two decades were a great time for educational expansion. The ideas of mass education caught up, not just in the West, but also in the rest of the world. Population is no longer seen as a problem, but a source of strength, of consumption and of production, and 'demographic dividend' was added to our lexicon. Personnel quickly became Human Resources and then Talent, and in this transformation, education came to be seen as the key to unlocking the great wealth that lies hidden in the teeming masses. Especially in the last decade or so, schools, colleges and universities were built at a furious pace. Governments accepted the fact that they can't build the educational capacity fast enough, and looked for ways to build private capital into education, and entrepreneurs saw this as the new frontier of opportunity. 'Futureducation': On Educational Change

Education should be changing: The kind of education that helped us create the workforce during the industrial expansion may not, would not, work at a time of computerisation and globalisation. While this may appear kind of obvious, this is not what we are discussing though. Indeed, there is a lot of discussion about globalisation and computerisation, but the discussion is focused not on the educational challenge, but on the politics of it: For some, this is an elitist conspiracy which needs to be resisted at all costs; for others, all debate on the path to profit is utterly futile. In the middle of this charged debate lies the somewhat ignored issue: How can we create an education that helps people to adopt to this changing world of work? From this position, that change will happen is a given: One could clearly figure out that such changes have happened and those tried to resist it, rather than trying to benefit from it, usually ended up on the losing side. Does India Need More Universities?

Indian policy-makers always come up with this comparison: United States has more than 4500 degree granting institutions, but with four times the population and a middle class of the size of US population, India has only about 700. So, India needs more, is the implicit conclusion. There is no clear consensus on how many more universities India needs, but one tends to hear a number between 1200 and 1500. However, in the rather hasty rush to create universities, as expected, India is creating more problems for itself. Surely, university creation is mostly state business than a Federal matter in India. But states have caught on to the Central rhetoric. Some states in India allowed private universities, some allowed a free-for-all business, but some, like West Bengal, MP and Maharashtra, always maintained a conservative line. Rise and Fall of Vocational Education: An Indian Story

I have written about vocational education and the imperative of fresh thinking in the field. My point is that we may be at an inflection point in the history of work, both in terms of technology and in terms of economics, and one needs to carefully think through the likely path in their own country context to develop an appropriate model of vocational education that works for the people. The current models, rolled out primarily for political reasons, unthinking, badly implemented and out of step with time, usually works for no one other than providers, usually local big businesses, and global publishers, who tend to recycle their obsolete materials into the developing countries. I find it fascinating that governments around the world has now bought this vocational education mantra, but doing it so badly that they are doing more harm than good. My ideas are partly a reflection of my experience, and I thought of writing about my experience in Indian vocational education in general ...
